You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.

Check out the West Wight Potter - they come with oar locks, they are 15 ft long, have a cabin.

Aquarius 21

I have owned an Aquarius 21 for about three years and it can do everything you want to do and can certaily be found within your budget. However, have you considered a small trimarran? They sail better in shallow water and sail faster. I recently bought a 23' Tremolino trimaran. It needs work, so I got it for $400 bucks. I have not had a chance to get it sailable, so I have not sailed it, but there are a lot of proponets of small trimarrans for coastal crusing. I hope to become one of them. Fast is good!
