Deck Delamination
 
I looked and a PSC Orion 27 for sale and it seemed to have a couple of small areas of the foredeck that were delaminating - I could feel (and hear) the fiberglass move slightly when I stood on it. The deck did not feel soft though - just slight movement.

Is this a major issue or something that is easily fixed? Thanks in advance for your help.

The answer could be yes to both your questions. The area of delamination probably extends further than what you can feel or hear. The repairs are not too complex but can be difficult to make cosmetically attractive. (You might be able to repair them to be structurally sound, but they might look like they have been repaired by a non-professional.)
As always, get a surveyor to "tap" the deck. There might be many more places that you do not notice. These areas could become very apparent in a few years.

just a thought-
I used a hole saw to make round accesses to the core on my deck in a spot. I fixed the core, and fiberglassed the hole. since it was round, it looks almost like it was supposed to be there!

ps, one hole has an effect on the integrety of the deck, ten might ruin it!

Deck Delamination
 
My old Tartan 30 had a few delaminated places on the deck, 2 fairly large areas in the front on both sides of the cabin. I drilled some 1/4" holes and found dry wood: delamination but not rot. I injected epoxy with a calking gun and the West System empty calk tubes into the center hole and kept pumping until it came out the edge holes. Good solid repair.
