How can I research used boat FHRF?

I''m new to this site, and new to sailing. I''m currently shopping for a used boat. I''ve learned a lot reading back through the archives of the many posts and discussions. A few references keep recurring that I''m unsure about, and don''t know how to get.
1)Where can I find the FHRP rating for a specific make and model, and how can I use it to make a better boat purchasing decision.
2) Who determines a boats "Category", such as ''A'' for Offshore? Where do I find this rating for a 25 year old boat, and is it still viable after upgrades or deterioration? Will the survey provide it?
3)I assume (maybe foolishly) when I see references to D/L it represents displacement divided by length. Again, how can I use this measure to judge how well a boat will fit my wants and needs? Is there another site on Sailnet that discusses these and other important data?

its PHRF , just go to www.google.com and look for it. lots of info to be found.
( except for my boat ..lol )

Offshore A... somebody knows better than me what it means.. same as D/L

All these ratings, mathematical ones or in particular the "marketing driven" ones are worthless, if we dont know, what your plans are...
PHRF is important to racing ... offshore A not

Where do you want to sail ? with how many people, how long, and so forth. How much experience do you have and so forth.
