New Catalina 18

I am buying a catalina 18 and I have a couple of questions.

1. Can I use an electric trolling motor to get the 18 in and out of the ramp area and what size motor will I need?

2. Do boat insurance prices normally vary by 300% and is BoatUS a good company?
