Need advice choosing my first boat

First of all, I must say that I'd rather buy a cheaper (older) boat and invest in it than one that's fully ready. I'll pay less to Russian customs this way, and spending money over a longer span of time is preferable to me.

So, the boat must be:

Comfortable for living on for at least one person
Offshore-capable (think trans-atlantic)
Allow for single-handed sailing
Cost around $30K

Big pluses:
Smaller draft
Ability to withstand really low temperatures (when stored)

Is this possible?

Thanks, I'm now researching it. But honestly, I think I'd prefer a smaller boat - 30, or even smaller. Any such suggestions?
