I recommend Jeff McDaniel of Atlantic Highlands, NJ. "Lower New York" is a wide area, but he will travel if need be. I was very happy with the service he provided. Tell him Patrick sent you.

If you are too far from Jeff than to make it feasible, I'd recommend calling down the list at SAMS. It took me 8-10 calls to find a sail focused surveyor who was polite and business-like. Most answered the phone with "Hello." and weren't too excited about giving a quick quote. Seems like a lot of them preferred insurance work over private work.
