To a great extent the terms 'Comfortable', 'wide boat', 'blue water', 'good speed' potential and a tight budget are mutually exclusive. Probably the closest boat that comes to mind would be a Tartan 30. You can buy one of these for around $20K in good shape and then spend the remaining $10K adapting the boat to your needs.
Depending on what you are willing to compromise, boats like the J-28, J-29, J-30, Laser 28 depending on where you live you might also find a Farr 8.1, 9.2 or keel version of the Binks 30, all of which might suit your needs.
