I much prefer all rope, and fortunately with the advent of low-stretch line we don't see wire halyards as much anymore.
But in my experience, what you show in the photo is not unusual. At least as far as rope-wire halyards go. Anywhere I used them, it was typical to get several wraps of wire around the winch drum once the halyard was at full hoist. That's how they would get the most from wire's low-stretch advantage, i.e. by eliminating the line from the part with the working load.
