As a followup I called the guy who won the boat angel deal and got the back story.
I was correct he had to pay for the boat before he was given the address of the boat. He never saw the boat but he gave me the address and I took a look for him. It had no interior and no engine and no sails. Rig looked pretty good.
If he got it for free and and it was in his back yard and he did not count any of his time he would have been able to get it fixed up for about 400% of it's fixed up value.
The boat however was a couple hundred miles from his shop so he abandoned it.
I was worried that since my friend owned the boat the original owner could send him a bill for disposal and/or rent. That didn't happen he just abandoned his boat and the original owner had to deal with it. It was just luck in my opinion that my friend didn't have a legal problem.
