I highly recommend George Gallup. He surveyed a Gulfstar 41' for me, a few years back.
During the survey, he turned to me and said "This boat is not worth the money." or "Don't get this boat." or something like that. And he explained why.
Then he said "Would you like to continue the survey or save some money?" This was pretty amazing since he had driven to Maine to do the survey with me. He was so good at explaining what to look for in a used boat, that I asked him to continue, which we did for a couple more hours.
I ended up making an offer that I was comfortable with. The seller wouldn't come down about $4K. (This was in early spring of 2008 before the economy crashed and boat prices nose-dived. I bet they wished they sold it now.)
After that, when looking at boats, I had a much better idea of what to look for, before bringing in a surveyor.
I highly recommend him and also that you be there during the survey to ask questions, which he will happily answer.
