Cheapest place to buy?

We're in Brazil and hoping to buy a 40ft sailboat. As we're very flexible and like to travel, where is the best place to do this (USA, Europe, Latin America etc) and what are the tax issues like? Horrible or easy? (We are British and Argentinian.) Any resource where we can get advice on this would be appreciated. Thanks!
