If the interior and rigging is as rough as the exterior I would steer very clear of this boat. A boat like this can easily have negative value. But if you have the space to work on it, and have the time have fun. Just be sure to hit them with a low ball offer. I can't imagine it will be worth getting a survey but if you don't know much about boats it might be a very good idea to get one. On a boat that size I would think it should not cost much more than 350 to get it surveyed since it is out of the water.
