Check whether you need one. Here in Ontario, for example, there doesn't seem to be any form of registration for anything powered by under 10HP.

A trailer needs a plate, but a boat is good as-is.

That will depend on your STATE laws. Most states handle boat title and registration (when required) through their DMV, so that's the first place to look up online or call.

Take a good look at the boat, see if there are any hull numbers on the top of the transom, or any builder's plate, old registration numbers, etc.

There's always a way, but you'll need to follow your state laws for that.

In Canada you apply for salvage right to the receiver of wrecks ( federal govt) and they try find the owner. If, after a certain passage of time, they cant, its yours.

I've never seen a dinghy with either a title or license #s. In fact, I've never seen a dinghy with any kind of official identification, only owner done things like scratching S.I.N. numbers on them.

I, myself, personally intend to continue being outspoken and opinionated, intolerant of all fanatics, fools and ignoramuses, deeply suspicious of all those who have "found the answer" and on my bad days, downright rude.
