Best Boat??

I''m looking for a used sailboat in the 25-30 foot range that has a shallow draft (for Florida Keys cruising) but is rugged and stable enough to handle blue water sailing.

Does anyone have opinions on what make or model would be best suited?

What sort of budget and for how many people? By bluewater do you mean the Straights of Florida or the Southern Ocean.
