Decks on sailboats are usually made of a sandwich of 2 layers of Fibeglass with a core in between them. These days the core is often foam, but in older boats it was often marine plywood or balsa. If moisture gets down into this core it tends to spread and rot the wood causing delamination, leaks and s loss of structural strength...all bad things. Extensive "wet decks" can be a major pain and expense to repair.

A wet deck is when you are sailing and you have green water flowing across your deck. Not quite a submarine... A lesser interpetation is when a lot of sea spray is crossing your decks.
Sailing with your beam ends (toe rail) awash will give you a wet deck. Have done this on schooners and brigatines, makes for interesting sailing.
