Advice on Irwin 28 mast step and spreader brackets

Looking at an Irwin 28 Mk III and wondering about spreader brackets that have been attached by welding.
Also ... how can I best inspect the mast step for possible compression damage or weakness? Does the head area help support the mast beams?
Any other tips before I decide??
