It means they butchered the boat... they cut the cockpit out of the boat, and then decked over where the cockpit would have been. This gives you more interior room in the boat, at the expense of losing all cockpit space.

One other problem with the boat. They changed it from a sloop rig to a semi-balanced lugsail rig, and the mast looks shorter than the typical Flicka mast. On a standard Flicka, the mast is longer than the boat, on this butchered one, I don't think the mast is even as long as the boat is.
