CAL39 Hull Flange Issue

I am looking at a CL 39-3 which appears to be in great shape other than a problem with the Hull/Deck flange. The surveyor noticed that some of the stanchions flexed and when we investigated further it seems that the inboard end of the deck flange is separating.

The deck sounds out fine, and the hull sounds out fine, the boat appears dry. But since the flange ppears tohave some delamination and the backing plates are sitting on it, the stanchions wiggle.

I am nervous about the boat and wondered if anyone else had seen this symptom and whether it later became a servious problem, or if someone has a fix.
