Our boat has a fitting to mount the bell below under the companionway, and another on the stern rail to mount it on deck when required in fog.
If it's to be a functional warning device it needs to be outside, but you don't want it outside all the time. It certainly has decorative value when mounted below, esp if kept polished. On a C27 I imagine that on the bulkhead somewhere might do....
