Stem Plate issue

We have a Catalina 42 (2011) with a problem that I never ran in to before on any Catalina's that we've owned. The Stem Plate where the main forward stay attaches is loose and we can't figure out why. Gerry Douglas at the plant insists that the main stay must be too loose. This is not the case. There is something else wrong. Has anyone else experienced this? If so, what did you do to remedy the problem. Thanks
