Steering cable refit

Hello all,
I have posted this question in a few places, so apologies for those that have seen it already.
We have a cable steering system that was out of commission when purchased the boat. What we don't know is how the cable is riven around/through the drum at the bottom of the steering pedestal. I have seen outboat steering drums that look similar, however the holes in the grooves are on the top and bottom (far ends along drums axis) as opposed to next to the middle divider.
Does anyone have a boat with similar steering?

I think I have found the solution from a reply on the Cheoy Lee Association forum.
If anyone has any advice on general wire rope steering assembly tips I'd be happy to hear those; such as how best to attach bulldog clamps and tensioning the system.
