There are schools and there are private instructors. The schools mentioned are good, there are probably a few in DC also that would be a shorter drive for you. Once you get the basics down, you will probably want to get some big boat time. I can recommend a couple of instructors in the Deltaville area for that.

Fly, I lived in WInchester (Asbury Rd, off Rt 7) until just 5 years ago.
That's when we bought a boat in Annapolis, then decided we were tired of the two hour commute to go sailing, so we bought a house in Annapolis, moved, and sold the house in Winchester all in 6 months time.

Keep me in mind this coming summer, I'm good for a sail almost any friday night thru sunday night.
