Fish with fungus spots?

Hello all,
I live in a marina on Spa Creek in Annapolis and lately there have been some schools of small fish near the surface of the water in the marina. Yesterday I noticed that most of the minnows seemed to have white or pale spots on them and the spots were a different texture. It almost looked like a fungus, or that the fish had been injured (but the majority of fish had the "wounds").
I am new to the area, is this normal?
