tying up to the bulkhead

There is not the traffic you would find during warmer months so I doubt there is much competition for one of those spots. Do avoid the center of the harbor. Mighty shallow there.

This is actually a free dock, according to the cruising guide on The Active Captain

Actually active captain is not quite true. When we were there summer of 09 There was a big sign that said no overnight docking permitted or something like that. However there were already 2 boats there 1 a power boat and the other a elderly french couple on a sail boat. So were docked between them. I fully expected to get a knock on the cabion in the middle of the night but we did not and we were out of there early in the morning. I suspect the fact that it was a weekday night and after the peak summer (they local kids were already in school) had something to do with that.

Well, actually there are multiple reviews that talk about the signage including a fair amount of interpretation of what it really means. There's also talk about the ability to pirate an electrical connection which, to be honest, is pretty cool. Where else are you going to get info like that?

I stayed on that wall myself for 5 days waiting for weather. No one ever said a thing. We walked into town and visited every local shop asking about the signage. Boats stay there all the time and no one minded. We were even picked up and brought to a local radio station and interviewed on their boating show. I talked to local police, local fishermen, an insurance guy, and about a dozen other boaters. Everyone said it's an OK place to stay.

The marinas inside the basin there are particularly nice as well. Our entire Rock Hall experience was pretty great. Highly recommended.
