Moorings in South Jersey

As dockspace in South Jersey seems to be eyewateringly expensive. I started thinking of a mooring. It was then that it occured to me that the only three mooring fields I know of in all of South Jersey are in Cape May, Mays Landing, and Beasley's Point.

Now I know there has to be a reason for that.. and not just because the back bays of NJ are exceedingly shallow. I am thinking there has to be some law or ordinance that prohibits them? Anybody have a better clue?
