Question Columbia 23T useful load eg. how much can she carry

I know that the displacement is 2300lbs and the ballast is 810lbs. But I am not sure if the displacement of 2300lbs is the maximum weight that should be in the water or 2300-1500lbs which is equal to about 1500lbs is the maximum weight in passengers, gear, outboard and etc should be on board. Any input would be appreciated.
