Otherwise referred to as a USCG OUPV license.

Operator of Uninspected Passenger Vessels License
The Operator of Uninspected Passenger Vessels (OUPV) License is quite popular and can be endorsed with Master's Upgrades rated by tonnage of 25 Gross Tons, 50 GT, or 100 GT increments. The Master's upgrade allows the holder to operate inspected vessels as well as uninspected ones. The total number of passengers are limited to six or less. Non U.S. citizens may be restricted to undocumented vessels with a 5 net ton limit.

You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.
