Couple of years ago, I had the same question, withouth any qualifications.
On some other thread there was a suggestion to check the local yact clubs, what I did.
If you show up at the entrance of the most of yacht clubs dressed for sailing, polite and enthusiastic and maybe, carring a cooler with some beer on Wed. evening, a bit before 5 p.m. the probability of getting on the boat for the race is huge. You talk to the people, maybe like some boats, maybe they like you...
At least, thats what I did, and now I am a member of Raritan Yacht Club. It is quuite a ride for you to Perth Amboy, but there should be clubs more convininiently located. Not all of them have a lot of regular racing, but Wed. night and some weekend regattas for wich you could check the dates online, at least some boat would be short of crew.
