According to an article in Sail magazine a couple of years ago anyone including foreign nationals contemplating going to Cuba can have their boat boarded, be charged and even have there boat impounded. Chuck going to Cuba can be a problem with the USCG, even though you are a Canadian flying a Canadian flag.
