Need info re: Florida Keys diving & anchorage

We plan on bringing our 28' Sea Ray down to the Keys next winter for 3 months. We used to anchor and dive for lobster all around Key Largo. As best I can tell, you can't dive or even fish around the Key Largo-Islamorada area because of regulations. Can anybody help us with a place to anchor up and dive for lobster in the Upper Keys?
