Contact the Department of Environmental Quality, MDEQ, in Lansing. They are the regulators of this sort of stuff in Michigan. They should invesitigate.
There have been other spraying companies in Mich the DEQ ran out of business by pulling their licence.
The marina may have liability also, many of the spraying companies put it in their contract that the client is to fulfill the reporting/posting requirements. Were there yellow signs posted regarding the spray? Don't let the marina off the hook, they hired the sprayer.

I wonder who issued the permits for the algae and water weed spraying? Or was it just being done without the proper permits??

But it sounds as if the spraying was not done by professionals. And none of the proper steps were taken to ensure the safety of the people in the area.

I would start looking for a good pit-bull of a lawyer... you'll probably need one. Contact your insurance company, if you have one, as they may know a good lawyer in the area. I hope you recover quickly.
