"The AIWW received a$13.3 M holiday gift from Congress on December 17. The House approved a $515.7 billion domestic spending measure that was the result of compromises made by both Republicans and Democrats. The Omnibus Bill, which funds every federal agency but the Defense Department, was passed by a vote of 253 to 154. The FY08 Defense Bill is the only appropriations bill that was passed separately by Congress. Once the Omnibus Bill was passed, the House then voted 206 to 201 to approve an amendment that includes $31 billion for fighting in Afghanistan but none for the war in Iraq. The White House has confirmed that the President will veto any bill that does not authorize funding for Iraq fighting as well.
After the Omnibus Bill passed in the House it was sent to the Senate where the legislators added $70 billion for the Iraq war. The big surprise is that the Senate didn’t adjust any of the domestic spending levels to accommodate the $70 billion. The revised Bill of $560 billion is back in the House and should be passed today. The President is expected to sign it into law by the end of the week.
The chart below shows the funding proposed in the President’s budget for the FY 08 Energy & Water Development Appropriations which was released in early February. The House and Senate then made their changes and the amount in the Actual column is the result of their compromise. It is important to note that
SC and GA received funding to dredge their section of the waterway. This is the first time in over 6 years that GA has gotten any funding for the waterway. South Carolina hasn’t received funding in the last two budget cycles. We need to thank the Congressmen and Senators from these districts for their hard work during a very difficult budget cycle.
