Does anyone know a good resource (possibly a book title) for information about the international laws, different countries' restrictions, etc governing boat operators as they cruise the high seas?

It is incumbent upon travellers to check with each country prior to arriving in each country (notably in recent past is the requirement to pre-announce arrival in Australia).
