Cruising with a dog to Mexico and south

Has anyone recently cleared a dog into Mexico, Belize, Honduras, Costa Rica, etc.? I've done a bunch of research and none of it gives the same answer. If anyone has recent experience I'd love to hear about it.

I've only done it from the land side of Mexico several times by car and plane. In the car they haven't even ever looked at the papers, no trouble at all. In the airport the US customs guy flipped out about our dog food that was in a ziploc bag in our carry on luggage but the same food that was in the dog's bowl in the carrier was fine with him.
