License needed in other Countries?

I was wondering what countries require a license or some sort of certificate to operate a sailboat as a visiting cruiser (on your own vessel)? I know some countries have license requirements for their citizens, but are these required from visiting cruisers as well?
If so, what is internationally accepted ?

So far as I know there is nothing that has world wide recognition, not even an any ocean any tonnage masters ticket.
