Most US folks, sail over to Cuba from the Dry Tortugas. - It is often a "beat", with lots of unlighted fishing boats to deal with when you get close to the island. (Last year, I left out of Key West)
If you are renting a boat in Cuba, The Hemingway Harbor is quite protected and should allow you the opportunity of only sailing on days when the winds and skies are most favorable.
