Belize
Not exactly sailing but I spent a week aboard a live-aboard dive boat off the coast of Belize. Overall, its a beautiful country well endowed with natural beauty on land and on- and in the water. If you are looking for eco-tourism you cant go wrong here. While quite poor, the people are very friendly and speak english as their first language. Given the reefs and atolls, one needs to give some thought and care to navigation. The diving is among the best in the world.
