CS 36T rudder shaft log

I noticed alot of green around my shaft log for my rudder, and was wondering if anyone knows what is in their for a water tight seal which mine does not have.

The machined flange is glassed into hull near waterline level, if you drop the rudder you can repack it like a driveshaft log, should be in owner's manual, dropping rudder is overkill as there are adjustment bolts in the flange to allow you to tighten the packing (if it is leaking), if there is no adjustment left you should plan on pulling the rudder at your next haulout
