This is the seacock, I am replacing, it looks like the P.O. had the original freeze open, then installed a home cheapo ball valve on it...

That's a ballvalve on a seacock!!!! The original seacock looks like one that can be maintained and freed off easily, get rid of the ballvalve and get the original freed off.
