I'm hoping anybody still follows me. Problem here is that a "mechanic" worked on this engine so I have no clue what he did; as when I returned from work I saw him taking apart the FI pump... which is when I knew he was clueless and consequently needed to have it rebuilt.
I'm really hoping some of this rings any bells to any of you as I'm really about to give up...

I don't know the proper terms, I do not have a manual in front of me but I do have a 2QM15. If I followed you correctly, yes moving the fuel control rack forward will decrease RPM. On the fuel control rack there should be be holes on either side of where it pivots. On mine there is a return spring on the "inboard" side and my control cable is attached to the other "outboard" side. If this were reversed I believe what you are describing would occurr. Hopefully you were able to follow me...
