Sounds normal to me. There's always a little sediment in the bottom of the bowl on my racor when I change the filter( I don't drain it between changes, no water seen). The bowl is on the other side of the filter path.

If you don't have fuel problems and changing your filters regularly, I say your fuel system is doing what it's designed to do.

Diesel Fuel Source

Since we use very small amounts of fuel a year, < 10 gal/season, I bought a 5 gal diesel tank and buy my diesel at an interstate truck stop. I fill up at the end of the season, then refilll and top it off at the end of the season before winter storage. I have a 20 gal tank. I add a little biocide at each fill.

Had the boat for 7 years, never had an issue with water, bugs, or junk. Each time I change my Racor filter, I do see some residue film on the sides of separator bowl, but never water.
