Westerbeke 30 Fuel leak

I have a W 30 in a 36´ sailboat that the fuel return line from the injector pump back to the filter has developed a leak. I can see the connection at the injector pump and can even put a 1/2" wrench on it but cannot break it loose with the limited throw of the wrench available. Do I have to pull the injector pump to get this line off? It is way in the back below the injector lines and brackets for the throttle and injector lines really get in the way.

Secondarily, where the fitting is attached to the pump, it looks like there is an oblong plate underneath the line attachment and the nuts have wire ties thru them. Why do they have the ties? Can I safely remove this plate to get the leaking line off? Is there anything under this plate I can screw up by removing it?
