Windlass Electrical Problem

My Muir VCR1000 Easyweigh windlass has stopped working after it was abused trying to extract a well buried anchor. It needs fixing. I am assuming that it is a motor problem but it could also be the gearbox.

If the motor is good, should I be able to measure electrical continuity across the terminals? What is the potential to have the motor rebuilt at a local electrical motor shop?
