Are these the old style chips or SD Cards? Are they factory or after market?

These are micro SD / SD cards ,plug & play .... what do you mean after market ?

neither garmin nor their resellers sell them this cheap. i imagine this has to be illegal somehow. that stuff is copyrighted.

Not necessarily - It all depends on which set of charts you're looking at/for. Amazon lists some for sale in the $90 range. Many are more, some are less. It all depends on the chart(s).
