Hurth HBW-5 tranny slipping???

I have a universal 5411 diesel engine in my sailboat and I recently had my top speed drop from 6 to 2 knots. The transmission still works in fwd & rev. it just has lost its push? I wonder if the transmission can be fixed or will this call for a new or rebuilt tranny? The fluid level seems ok and the engine runs fine. It is tough to find much info on this kind of problem, got any suggestions?
