I would think its sea salt. It gets in there and evaportes to those lumps and crystals.

The guess would be that there is a very small amount of sea water getting in somehow (bilges are like majic that way) and its evaportating.

i fyou keep your boat in salt water you will have salts in your bilges. some is sea salt and some is salt of whatever else you have in there.

If yoouur boat is stable at a marina etc, you could run a bead of silicon arpound the area to build a small dam. then you will know if the water is oozing from the keel bolt or not.
