Water inside mast

I have an access hole on the side of my mast about 4 inches from the bottom of the mast. about 1 inch square. While looking inside I found that there is about 2 inches of water lying in the bottom. What is the fix? Drill a couple of small holes at bottom of mast or what. Thanks
