Raw water flush with Salt Away

I''m planning on flushing the block of my Volvo MD-11C raw water cooled diesel engine, Does anyone have expierence with the product Salt Away? I have heard that using vinegar and letting it sit for 24 hours does just as well. I''m not overheating yet but the temp is cycling up every two minutes then drop rapidly to cold again. I suspect back flow of bypass water when the thermostat opens up. This would indicate less flow thru the block than the bypass. Any thoughts???
