After rebuilding the cylinder I was able to pump the unit 3-4 times and then the plunger could nopt be depressed. Backing off on the screws holding the joker valve allowed me to pump, with leakage. I am reasonably sure there is no blockage in the discharge line and no vaccuum in the holding tank. I would apprreciate any ideas.

Did you check to make sure the joker valve is right side up?
