Seems joker valve is the Jabsco adaption of a Duckbill valve

I think it was originally a choker valve but somebody misspelled it and the sheep followed.

in any case apply video 1 op and see if that is the issue if not apply other vids

sorry for the slight hijack

the reason Im saying this is we just did this on an exact same jabsco head that was left sitting for 4 years

the spring failed and the gasket leaked...

once fixed and inspecting flow of water all was good

works great

Had a similar problem. Unscrewed the inlet strainer and it was clean opened the stop valve and water gushed in. It was only when I completely removed the strainer assembly that I found a long length of weed with lots of leaves on it. What was happening was it would compress and plug the line when I stopped pumping it would uncompress and allow water to flow. Do the simple things first and work your way towards the complicated expensive stuff.
